It's really a chicken and egg situation. I need to login into my business account to get to the admin console to ask for help about the admin console not being available because my account has been reduced to a basic account. Very confusing.

As the Dropbox Business Admin, you can change the email of that member by clicking on that member's name , going into their account tab and click on (change) next to the email on the top to an email of your choice. Then you can reset that team member's password from the admin console and the password reset email will be sent to the new email.
