Drupal Login Access Denied

Jan 17, 2019 · Hi there! First thanks for taking the time to read this! After installing drupal 7 and importing a database I try to login by going to /admin I get a "Access Denied" issue. I've been reading for long know, I've checked the sessions table, modified several times the settings.php, but with no luck. I'm completely stuck and would very much appreciate your support! I've been trying out Drupal 8 on localhost which has been great, and I've now transferred it to a server, but every page gives me Access Denied. I can't even access the front page, or the user login page. I have tried truncating the session and cache tables, and deleting cookies, but don't know what else to try.

Perhaps obvious, but if drupal_access_denied() is called from hook_page_alter() drupal goes into an infinite loop. In my case I need to check an access condition that is not part of the menu system. I didn't find any great solution, other than redirecting to a custom access denied page or silently failing by redirecting to front.
