It's not allowed due to that in EVE you have to face consequences of your actions: Say Pilot named "A" pisses of a lot of people and would be able to change his name to "B" then all the upset people won't know that "B" is actually "A".

Sep 14, 2011 · From what I know: No can do. You COULD create a new account and transfer your character(s) over to that new account, but as CCP takes a fee for Character transfers (20 USD/EUR per character), that's not cheap.
