The State Health Benefit Plan (SHBP) is a Division of the Georgia Department of Community Health. It serves as the state’s administrator of health insurance coverage for state employees, teachers, public school employees, retirees, and former employees, and covered dependents.

The below describes enrollment periods allowed under the State Health Benefit Plan. Initial Enrollment Period (New Hires/Certain Former Employees) For SHBP purposes, a New Hire is a newly eligible employee enrolling in SHBP coverage for the first time, or a former member with a gap in SHBP coverage of 31 days or more.

The Plan Documents contain the controlling terms and conditions for the SHBP. The Plan Documents include the Eligibility & Enrollment Provisions, Summary Plan Descriptions/Evidence of Coverage, SHBP Rules & Regulations, Board Resolutions that establish premiums, policies, and other documents used to determine what benefits are payable under the Plan and who is eligible for the Plan.
